This is because if you keep the fan up then the cooling performance of the PSU will get compromised because the fan will suck hot air that is inside the case, instead of cool air and blows it on the PSU components. I strongly advise not to keep the PSU fan upwards if you have a case with a bottom vent with an air filter installed. You can clearly see this in the image given below. This allows the PSU fan to suck air from the bottom and the air gets expelled out from the rear side. So, if you have such a provision then the PSU fan should be positioned downwards.
